I am a townhouse owner and my Homeowner's Assn paid taxes on land owned out of our HOA dues. Should my share of that payment be deducted as additional property tax paid?

Probably not. Most HOA collect dues for many things landscaping, maintenance, etc not just property taxes. Unless property taxes are itemized out separately and allocated to each home owner and you are liable for them, then they are not deductible.
