First, the Disaster Relief Act was only signed a couple weeks ago. The IRS has not announced when they will be ready to accepted amended return, but it will likely take a while.
Turbotax may be able to calculate the correct treatment if you check the box that this is a "qualified disaster". I haven't verified this. However, even if Turbotax prepares the form correctly, you can't mail it in until the IRS gives the go-ahead. Under the law before 12/6/2024, the only disasters that were "qualified" for the special treatment were before February 2021. Even if you check "qualified" and get the right calculation you have to add the FEMA number of the disaster on form 4684, and if the FEMA number is for a 2022 disaster, it will be rejected by the IRS (and possibly why Turbotax won't calculate it correctly) until the IRS gives the ok AND Turbotax is updated to accept the new rules.
I'm unclear why you are messing around with 2023 or 2024. Ian was in 2022, that means you claim the loss on your 2022 or 2021 return. I don't see how it affects your 2023 or 2024 returns.
Basically, you need to wait for instructions from the IRS and from Turbotax on when you can submit your amended 2022 return.
