CAN THE "FAMILY" USE MY HUSBAND'S HSA ON MEDICAL EXPENSES IF HE DOES NOT INSURE US? (THE KIDS AND I ARE ON MY POLICY)

He can use the account to pay for expenses for himself, a spouse, and his dependents, even if you (the spouse) are not eligible to contribute to your own account.  

Because he has single coverage for himself, his contributions are limited to the lower limit for single insurance accounts.
