How would I claim a deduction for TurboTax fees while using TurboTax ?

Tax preparation fees are not deductible on a federal tax return due to the tax code changes for tax years 2018 thru 2025. 

Unless the tax preparation fees where for a business tax return, then they would be entered as a business expenses.

Then enter the tax preparation fees you paid in 2019 as a Miscellaneous business expense.
