I made a mistake on last year's tax return by entering an amount that resulted in overpayment of state taxes. That overpayment was to be applied to '22 state taxes. The state sent me a letter indicating that there was no overpayment, which is correct.
I just started on my '22 taxes. The data transferred from last year's return *does contain* the overpayment amount. Thus the tax totals panel (taxes due/to be refunded) shows that I am due a state tax refund equal to the amount in question.
And the Federal Carryover Wks shows the problem amount.
How do I properly fix the error? I presume I need to override the carryover amount to make it zero.
How do I do this?

If you are using TurboTax Desktop, you could override the State Refund amount; however, this may affect your ability to Efile.
Using the Step by Step format, under Deductions & Credits, go to Estimates & Other Taxes Paid > Other Income Taxes.
Under 2020 Refund Applied to 2021 State Taxes, select your State and change the amount (or enter) $0.

I tried the suggested approach but realized that does not really make the error go away. The refund shown on various forms is still non-zero, i.e., it is as transferred from TT2020.
And in tax terms I think it means that I did overpay and simply decided to apply $0 to 2021 taxes, thus the rest would need to be dealt with later.
My error was purely a data entry type of error.
I am not going to amend 2019 return just to fix the carry-over amount. The amount of tax paid is correct.
It is only the overpayment amount that is incorrect: TT'21 shows it as non-zero but the state told me it was $0.
How do I fix it then?
Also, why would overriding the State Refund amount prevent me from e-filing? Is this due to some internal check?
The method of last resort would be not to transfer data from last years's taxes but enter it by hand.

Typically, I select what I will be working on rather than go through through the whole interview process.
But with data transferred from TT'20 file, the option "choose what to work on" does not show the needed section (identified in your earlier response) because I had no corresponding entry last year.
It would be nice to have the option to display ALL potential areas to be visited when I select "choose what to work on" option.
THIS IS A FEATURE REQUEST, of sorts.
