If you are using TurboTax Desktop, you could override the State Refund amount; however, this may affect your ability to Efile.
Using the Step by Step format, under Deductions & Credits, go to Estimates & Other Taxes Paid > Other Income Taxes.
Under 2020 Refund Applied to 2021 State Taxes, select your State and change the amount (or enter) $0.
