How do I determine if my car registration fee from moving to a new state is deductible?

I moved to Texas in 2017 and paid ~$200 for the new plates and what not. Texas is not on the list of the states that charge excise fees. So, is this expense deductible?

Unfortunately it is not deductible. However, don't forget to enter your moving expenses to see if you are eligible for deductions from the cost of your move. 

I've also added the information on states that charge property taxes at all (even if called something different) but Texas is not on that list.
