House property tax bill deduction for IRS & California

My house property tax bill shows two sections;

 

1) Ad Valorem Tax
2) Fixed Charges and/or Special Assessments (This part includes garbage charge, sewer charge and few other stuff)

 

My total tax bill is the total of "Ad Valorem Tax" + "Fixed Charges and/or Special Assessments".

 

Provided that, Can I claim the entire property tax bill as deduction for IRS or only "Ad Valorem Tax" portion of it?

Can I also claim the entire tax bill as deduction for California or only "Ad Valorem Tax" portion of it?

House property tax bill deduction for IRS & California

No, not for Federal and probably not for state. 

 

The deduction is for TAX paid, and those additional charges are not taxes.
