If you are in the Civil Service Retirement System (CSRS), you could be enrolled in one of many health plans. I see at https://www.opm.gov/healthcare-insurance/healthcare/plan-information/plans/2019/state/tx#state that at least two of them are an HDHP (High Deductible Health Plan, the two Aetna plans).
So, because I cannot see your tax return or insurance carrier, I cannot tell if you are in an HDHP plan or not.
First, please call your health insurance carrier, and ask them if you are enrolled in an HDHP (they will know what that means). If they say you are not, then please go to the bottom to ***HSA Reset*** and delete any HSA and HDHP information by following the instructions.
Second, if it turns out that you do have HDHP coverage but do not have an HSA, then please go to the bottom to ***HSA Reset*** and follow the instructions.
Third, if you do have HDHP coverage and you also have an HSA, then you will need to complete the HSA interview (do a Search for hsa (lower case) and jump to it). This is true even if you are now on Medicare but still have the HSA. Be sure to go all the way to the end.
***HSA Reset***
1. make a copy of your W-2(s) (if you don't have the paper copies)
2. delete your W-2(s) (use the garbage can icon next to the W-2(s) on the Income screen
*** Desktop***
3. go to View (at the top), choose Forms, and select the desired form. Note the Delete Form button at the bottom of the screen.
*** Online ***
3. go to Tax Tools (on the left), and navigate to Tools->Delete a form
4. delete form(s) 1099-SA (if one), 8889-T, and 8889-S (if one)
5. go back and re-add your W-2(s), preferably adding them manually
6. continue with your return
