I've used turbotax for the past 120 years but will not do so again if this is not available immediately.

Agreed, and I've been using TurboTax for 300 years! Never had this issue.

Yes,tThe IRS just yesterday posted a "draft" form of the 2023 instructions for Form 5695:

https://www.irs.gov/pub/irs-dft/i5695--dft.pdf

Who knows when they will release the final form to this website:

https://www.irs.gov/forms-instructions-and-publications?items_per_page=200

However, the final actual form 5695 IS available:

https://www.irs.gov/pub/irs-pdf/f5695.pdf

so why am I not able to fill it out manually on Turbotax?

Forget about doing taxes early.

Form 5695

They have form 5695 for 2023, but the IRS hasn't finalized the instructions for that form yet, AFAICT. The link on the IRS website is still for the 2022 version of the form.

Doesn't it get old making the same promise that the company promises and then changing the date every week. (subject to change) is a corporate skirt to hide behind.

Just expressing the frustration that we all have.

(I was raised to set expectations and the EXCEED them, not excuse failures)
