Form 1116 (COPY 2) -- Foreign Tax Credit Comp Wks: Date-1 must be entered - what date do I enter?

this is for a mutual fund from Vanguard that I paid foreign taxes for. The 1099 Vanguard gave me doesn't say what date I should enter for this question
