I started Door Dash 2021, made about $400.00 so I am assuming I wont get a 1099. DO I claim this on 2021 taxes and do I need to deduct business expense?

The proper, legal answer is to report ALL income whether it's on a 1099 or not.
Income on a 1099-NEC (replacing the 1099-MISC for most "gig economy" income) usually goes on Schedule C; you would deduct your business expenses on that form. However, that may require you to use a different edition of TurboTax.
If I wont receive a 1099 nec for 2021 because it is under $400.00 do I start paying quarter taxes in April. I just started this Door Dash in Dec 2021.
You report the income you received in cash, checks or bank transfers or without a 1099-NEC as self-employed income under Other self-employed income.
If you have expenses related to this business, you can deduct them.
To report your DoorDash business income and expenses, you'll need to use TurboTax Self-Employed (Online) or TurboTax Home and Business (CD/Download).
