Does the MN Tax refund statement "You must have paid or made arrangements to pay any delinquent property taxes on your home" mean you had to be delinquent at some time?

There are 4 points for confirming eligibility for a MN Tax Refund; I can say yes to bullets #1-3. If bullet #4 means that you had to be delinquent on your property taxes at some point, I would not qualify.

No, that doesn't mean you were delinquent. It means if you had been delinquent, you need to have paid those taxes or made arrangements to pay them.

Just to clarify, this is the 4th Bullet associated with this expense item. I am a "YES" to the first three bullets. If I am able to answer yes to all 4 bullets, I am eligible for the MN Property Tax Refund. I am not, and have never been delinquent on my property taxes. If I an understanding this correctly, it seems to me that I am eligible for the MN Property Tax Refund. Would you agree?

Yes, if you meet those requirements and your household income for 2024 was less than $139,320. Please see this link to the Minnesota Department of Revenue that explains the qualifications for this credit.
