Does the MN Tax refund statement "You must have paid or made arrangements to pay any delinquent property taxes on your home" mean you had to be delinquent at some time?

There are 4 points for confirming eligibility for a MN Tax Refund; I can say yes to bullets #1-3. If bullet #4 means that you had to be delinquent on your property taxes at some point, I would not qualify.
