Does the DoD have a program to reimburse adoption expenses? Is so, can I still claim the expenses?

Yes.

The DOD does have a program for which you can be reimbursed for adoption expenses.  The military information is on DFAS's website.  You can only be paid after the adoption is final.

You are not able to deduct any adoption expenses that were reimbursed by your employer.
