Did not qualify for the Federal EITC but Turbotax tells me I qualify for the NJ EITC. Please explain

Per the New Jersey tax guide, for Tax Year 2020 and forward, If you are 21-24 years old and the only reason you did not claim a federal EITC was because of your age, you may still qualify for a NJEITC.
