Using these guidelines, is a garage door considered an exterior door??

Exterior windows, doors, skylights, and Storm windows and doors

The tax credit is 10 percent of the cost of materials which meet or exceed the version 6.0 Energy Star program requirements, up to a maximum of $500. Labor and installation costs do not qualify.
Enter the amount you paid for exterior windows, doors, skylights and the amounts for storm windows and doors.

Do not include the costs for assembly, preparation, or installation.

Garage doors are exterior doors and are eligible for the tax credit if they meet the requirements.
