The IRS adjusted our return to take away the 1,400 stimulus for our child born 1/2021. They said that that stimulus was “based on 2020 tax returns.” Everything we’ve seen says we are supposed to get it. What’s the deal?

That's not correct. The IRS itself says the 3rd stimulus is based on 2021 income.
The third round of Economic Impact Payments was authorized by the American Rescue Plan Act of 2021 as an advance payment of the tax year 2021 Recovery Rebate Credit — Third Economic Impact Payment
IRS advises taxpayers to call the number in the top right of their adjustment letter.
They would not know about a baby born in 2021 so $1,400 would be added to your refund so your return sounds correct.
