can not enter child care expenses

I assume you are filing a Joint return?  Have you entered all your income yet?   You need income to get the Child Care Credit.  If you are married check if the income is entered under the right spouse's name.

You might have entered the W2 under the wrong name so they are both assigned to the same person. Delete the W2 and enter it again. It might think that one of you didn't have any income.

Does one of you have self employment on schedule C?  You need to have a profit and not a loss on line 31.  

Oh, how old is the child?  Has to be under 13.  So check their birthdate.
