Possibly, but it depends on your status. If you are a US Citizen and living abroad, then yes.
If you are a nonresident alien or dual-status alien the probably not unless you meet an exception to the rule. If you are a nonresident alien, you would need to file using Sprintax instead of TurboTax as TurboTax does not handle form 1040NR
