Something from 2017?  No, you cannot toss in stuff you forgot to enter on your 2017 return to your 2018 return.  It probably would not be significant enough to make a big difference, but you could amend your 2017 return to include it for 2017.

'Registration Fees' aren't deductible anyhow for personal use vehicles; Only Taxes based on vehicle value are.
