My brother does contract work from Lebanon. His clients are engineering firms located in the states. The companies here are not sure on how to pay him in Lebanon. Can i get paid from his client and report that money as income and then expense out the same amount ? I will keep both receipts from both ends.

This is not a wise idea ... have him set up a US based account of his own to receive the payments. How do you send him payments ? Can the clients not do the same ?
They never heard of bank to bank wire transfers? Something smells fishy...
