No.   State and local taxes are an itemized deduction.  You either itemize or use standard deduction--not a combination of both.

no. Local income taxes is an itemized deduction, for individuals. 

Can I deduct local taxes if I take the Standard Deduction?

Local income taxes or sales taxes are both itemized deductions so using the Standard Deduction makes those taxes not relevant on your tax return.
