Can I deduct energy efficient windows if I'm part of a condo association and it was paid for by them?
We all pay hoa dues and they are for the purpose of covering the costs of building improvements. Everything was paid for by the HOA.

No, even if it were eligible (I don't think it is when being paid by HOA), the residential energy credit was not renewed this year by Congress. It could come back in the future, but for right now most energy credits are based around solar energy.
