Can I claim the $500/child CARES credit if someone else recieved the payment based on thier 2019 taxes?
I have two children. Someone else claimed them as dependents in 2019 on taxes. I will claim them as dependents in 2020. I did not receive the extra $500 per CARES act for them. I hear this money is part of an early paid 2020 refundable tax credit. When I file taxes in 2020 can I claim that money even if someone else received the funds based on the 2019 tax info?

Yes, if you claim the children as dependents on your 2020 tax return you will be able to claim the $500 credit for them, even though someone else received a payment for the same children based on the other person's 2019 tax return.
