Can I claim a tax credit for the insulation material i bought to wrap my hot water tank to save energy?

No.  There is a credit available for installing insulation materials, but it is intended for insulation affecting the whole home instead of insulation for your water heater tank.

Even though that is a good idea, the law is written to specify insulation systems that reduce heat gain or loss from the whole home (dwelling).
