You can't.  It's required to be reported on Form 8889.   If the money was not used for qualified medical expenses, the distribution is subject to tax and, if you were under age 65 at the time of the distribution, a 20% penalty.

This HSA came from a previous employer in 2015. After 2015, I stop contributing it. I didn't file my form 1099-SA and Form 5498 of this HSA for 2016. The money in this HSA stay in it from 2015-2017. I took the remaining money out of this HSA to close it. What should I do with this HSA form for 2016 since I didn't take money out of it that year ?

Money is distributed from your HSA if paid directly to you or is paid from your HSA directly to a medical provider, say, by you using the debit card associated with the HSA.   If you received a 2016 Form 1099-SA that you did not report, you should file an amended 2016 tax return to report it otherwise the IRS will assume that none of the money was used for medical expenses and the IRS will send you a bill for the tax on the entire gross amount.  Simply said, Forms 1099-SA *must* be reported.
