You are not permitted to make a QCD from basis in your traditional IRA. The maximum amount of QCD that you can make is the lesser of $100,000 or amount of your traditional IRA distributions that would be taxable if you distributed your entire balance in traditional IRAs in 2016.
TurboTax does not enforce this maximum, and only enforces the $100,000 maximum on a per-Form 1099-R basis. If your actual maximum QCD is less than the amount transferred to charity, you must report as QCD only the amount that would be taxable had you distributed your entire balance in traditional IRAs. The remainder (the nontaxable portion) transferred to charity must instead be reported as a Schedule A charitable deduction. With some portion of your contribution being nontaxable, any funds remaining in your traditional IRAs on December 31, 2016 are entirely basis in nondeductible traditional IRA contributions.
