Asked to complete one row of 8999 form for coverage (Dec). I did not have a high deductible plan and made no contributions to HSA. Why am I being forced to complete?

I went back and made sure I answered no to the correct questions. I have had the HSA for multiple years. Am I missing a step for the rollover amount from a previous year? How do I find that question again.

If Turbotax 2024 Deluxe is not deducting my charitable contributions to Goodwill from my Federal taxes, but, It is deducting them from my state taxes. Why?
