8889-T line 1

Form 8889-t required me to select a type of HDHP coverage for 2019 because I had an HSA disbursement and an excess contribution to my HSA, but I did NOT have an HDHP for any part of 2019. What should I put in form 8889-t, item 1? TurboTax won’t let me e-file without selecting this item.

Selecting self and then selecting none for every month of coverage in 2019 resulted in form 8889 generating with self selected as my coverage type, which is inaccurate.

This is an issue with TurboTax in the Review - the Review doesn't allow for the situation that you had no HDHP coverage for any month but still insists that you check Self or Family.

Don't worry about this. Your entries for line 3 - the no coverage every month - is driving the rest of the form, so except for that first item, the rest of the form is correct.

Just make a note of this and why you did what you did (to be able to clear the Review in TurboTax while having the rest of the form be correct) and stick it in your tax files, in the unlikely case that someone ever writes you a letter about this.
