Under "Deductions & Credits," "Estimates & Other Taxes Paid," "Other income taxes," "Payments with your 2021 state extension" ----- "How much of your 2021 State taxes did you pay in 2022? Enter the 2021 State taxes you paid in 2022 with your extension of time to file your 2021 State return."
I don't understand the bearing this has on my 2022 taxes. This amount was credited to my 2021 tax return and used to pay my 2021 State taxes. Any overpayment of my 2021 taxes was carried forward to my 2022 taxes. If I enter this amount, it looks like I will be declaring it twice: once for 2021 and once for 2022.

Any state taxes you actually paid in 2022 like a prior state tax due, state withholding, state estimates can be a federal deduction if you itemize deductions instead of taking the Standard Deduction.
In addition to what VolvoGirl said, if you received a refund in 2022 from your 2021 state tax return, and you claimed an itemized deduction for state income tax on your 2021 federal tax return, the amount of state tax that you paid in 2022 affects the calculation of how much of your 2021 state refund has to be reported as taxable income on your 2022 federal tax return. For this purpose, the 2021 state overpayment that you applied to your 2022 state tax is considered a state refund, even though it was not actually refunded to you.
You are not "declaring it twice." The amount of 2021 state tax that you paid in 2022 is not being applied to your 2022 state tax. It's only being used for calculations involved in your 2022 federal tax return.
taxes paid in 2022 even for 2021 are not deductible until 2022 and then only if you itemize in 2022.
