If you received this form and you done a standard deduction last year. Do you have to report it and if you did add to your tax return do you have to amend it or can I just pay more taxes next year for it. Which I rather just do that instead.

I believe you mean you received a form 1099-G reporting a state tax refund. If so, you don't need to report it if you used the standard deduction on your federal tax return in the year to which the refund applies. If you added it to your return in error, you don't need to amend the return if you don't want to.
Yes, the 1099 G form for state refund. Last year I thought I Itemize my deductions, turbo tax stated that I done a Standard deduction at the end before I filed. It confused me and I went along to file it without thinking. The 1099 G State refund form made me think I need to add it to my tax return other either way Standard or itemized deductions. That wasn't the case only when I Itemize last years then I could add it to the prior years. It was a error for adding it this year. I didn't know. Stuff that involves taxes makes me think it needs added.
Is it better to amend and fix it this year so I won't get penalized and pay interest next year? I just want to know what could be better. I do get my Refund late in April and I might need to do an extension because of my mistake.
No, you don't need to Amend your return. If you mistakenly added your State Refund to your return and you used TurboTax last year, it is not added to your income, since TurboTax knows you didn't itemize last year.
It's just reporting the number, but not doing anything with it, so don't worry.
