I live in VA. I worked in DC 9 months & VA 3 months. I paid VA & DC tax through income. I filed nonresident DC taxes. Do I need to file VA taxes or pay VA taxes? or both?

When I add my VA state return, the system says I owe but I paid income tax on the 3 months I worked in VA and the 9 months I worked in DC. The system wont allow me to add the out-of-state credit either, it says 'State-1 (DC) is not eligible for this credit'. Do I owe VA taxes since I paid DC?

Yes, you should be filing a Virginia resident return and a DC nonresident return. 

Virginia's return will give you credit for taxes paid to DC, but that does not necessarily mean you won't owe.
