Wrong KS Tax Rate?

Turbo Tax 2016 calculates my Kansas income tax at zero (0) in spite of the fact that the software shows I have a KS Taxable Income of over $1,000 (but less than $30,000).  Obviously something is wrong in the way the software is accessing the KS Tax Table to complete Line 8 of the KS Tax Form.  Is a software fix in the works?

The reason for the "zero tax liability" is: For 2016, married individuals filing joint returns with taxable income of $12,500 or less, and all other individuals with taxable income of $5,000 or less, shall have a tax liability of zero. A return must be filed to calculate taxable income.
