Why no Tabor refund entry on my Colorado forms

I’ve filed and received my refund. However, I checked my forms after hearing about the tabor refund and line 34 does not have the $800 entry. I definitely qualify for it so I need to know why it’s blank and how to file an amendment by the 15th.
