Do you mean the refund processing fee?  If you choose to have your TurboTax fees deducted from your federal refund, there is a "refund processing fee" to have a third party bank extract your fees from the refund and send the rest to you.  That fee is $39.99 ($44.99 in CA), and has been around for years.   If you pay your TurboTax fees upfront with a credit/debit card, you avoid that extra fee.
