Go through the Arizona state interview until you encounter the screen entitled "Contributions, Tuition and Fees Paid to Qualifying Schools". Check the box next to "I made contributions to a private qualified school tuition organization by April 17, 2020 (not already claimed on my 2018 return), I wish to include on my 2019 return." (I agree this wording can be confusing).
This will give you two more screens as you continue on which you can enter the organization's name address, and the amount you contributed.
What is the intrerview?
Depending on which TurboTax product you are using, the screen you want may be headed "School Tax Credits".
Then check "I donated to an Arizona private school by April 15, 2020", and you will be able to enter the contribution for the private school tuition credit.
I am using Turbo Tax Delux 2019. It gives 5 areas to open Personal info, Federal Taxes
, State Taxes, Review and file. Which area do I go into to enter the Az Tax credit?
You will enter it in the State Taxes tab of those - which will open the separate state program and interview. For the best results, be sure you have completed the items in the other tabs fully before working on your Arizona return.
I'm trying to figure out how to divert state income tax liability to Catholic Education Arizona and I'm concerned Turbotax is missing a form. The contributions to private school tuition organizations tab might be covering form 323, but after filling that out it increases my refund which shouldn't happen. I also need to file form 348 for the amount over the maximum allowed on 323, but I don't see that anywhere. Is it possible to just fill out those forms and attach them to the filing?
Under the school tax credit screen, the selection I donated to an Arizona private school will give you access to form 323. If you made the 2022 donation for 2022 in 2021, you would want to mark the box for "I claimed credit for 2022 contributions to a private school in 2021. This notation will allow the software to enter the credit information without increasing the refund.
You will also enter the credit carryover for contributions to private schools from 2021 when you get to the school tax credit screen. You must put a checkmark in the box for "I have a credit carryover for contributions to private schools from 2021". See the screenshot below:
This selection will open the interview screen for form 348.

I filled out the form for Catholic Education Arizona yesterday, so technically it is all from 2023 but I see you are right that the 2021 box enables form 348. Then I filled out the next bit:
After doing that and clicking through the remaining questions I'm still seeing a big jump in my refund amount though. I tried entering the 323 and 348 amounts separately and had the same result. Am I still doing something wrong?

This Arizona tax credit is the original income tax credit offered to individual taxpayers at the same time donations to a qualified charitable organization were acknowledged for tax filing. You need to claim it using Arizona Form 323.
The credit allowed for singles, married filing separate taxes, and heads of households are $611 maximum, and the limit is at $1,221 for married couples having joint tax accounts for 2021 tax filing. For 2022 tax filing, the maximum amount for single filers increased to $623 and $1,245 for joint filers.
This screen tells the amount of your maximum available credit for 2022 and the additional credit that can be claimed in 2024.
