New York State does not require a NYS ID to file a return. Indeed if you are using TurboTax or another commercial software than can e-file over broadband internet, it requires you to e-file. Please elaborate on what you are running into that has given rise to your query?

Providing your driver's license information is not required to file your taxes. However, in some states, omitting this info may delay the processing of your return. For more information, please see the below TurboTax help article.
