What might have caused turbo tax to add Form 760C to my Virginia State Tax? There are amounts inserted in these boxes involving spousal tax adjustments, I am single

Form 760C is the calculation of your underpayment of Virginia estimated tax for 2023. Virginia law requires that you pay your income tax in timely installments throughout the year by having income tax withheld or by making payments of estimated tax. If you do not pay at least 90% of your tax in this manner, you may be charged an addition to tax. 

As you can see from the screenshot below, the computation of your underpayment uses your income tax liability after spouse tax adjustment (if applicable) and nonrefundable credits (if applicable). This does not necessarily mean you have indicated somewhere on the return that you have a spouse. It just means that if these items were on your return, you would deduct them from your tax liability to compute your underpayment.

I'm still confused. I got the same thing and it won't let me move forward without filling out that box. I am single. How do I fill this out? I also did not file taxes in VA last year because I moved here in the fall and did not make enough to have to file.

Which is the "that box" that you are referring to? Line 3 on the 760C (that is, "2023 Income Tax Liability After Spouse Tax Adjustment and Tax Credits")?

Since you did not file a VA return at all last year (2023), I would think that the value here would be zero.

Yes, that is correct. When I try to file the state taxes it keeps asking me to enter an amount in the 2023 Income Tax Liability After Spouse Tax Adjustment and Tax Creditsa box and I'm not sure what to put. I did not file VA taxes last year and I am single. Thanks for your help!

Please enter zero for the 2023 amount.

In looking at form 760C, it seems to me (and this matches how the federal 2210 works) that if you had NO tax in the previous year, that no penalty is calculated for underpayments for the next year.

I have also had the same thing pull up and not sure what to put. 

I did not make quarterly payments in 2024. This form has come up to enter "2023 Income Tax Liability after spouse tax adjustment and tax credits," not sure where to find this or what to enter in the Form 760C: Line 3

You would find this on your 2023 Virginia Form 760, line 18. This is your net tax for 2023.
