Nope, ...Federal can be filed and accepted, and does not depend on the state tax files being ready for filing yet.
Now, the other way around is different, you can't e-file the state forms before the Federal has been e-filed and accepted.....though, IF...if..the state tax forms are fully ready, they can be e-filed at the same time. But filing them both at the same time is not possible right now this year since the "software's" NC forms aren't ready yet for e-filing. But Federal can be e-filed by itself right now, and wait until after (24 Feb) to file NC.
