We received a NJ Homestead Rebate Payment for 2014, not 2016. Do we have to claim it on 2017's tax return?

No - you will not have to include this NJ Homestead Rebate related to your 2014 tax year on your 2017 federal income tax return.

Also - the Homestead Benefit and Senior Freeze (Property Tax Reimbursement) payments, are not taxable for New Jersey Income Tax purposes, and should not be reported on the New Jersey Income Tax return.
