I have the same issue and I have correctly input my information in the two screens that are mentioned in the above guidance. The software is still allocating 100% of interest dividends and capital gains to North Carolina.
Depends on where you are seeing this..
The NC form D400 DOES use all your income, interest and Cap gains on lines 1-to12 of the main form...but, if you've entered the income allocation amounts correctly, during the NC interview, there should be a decimal multiplier in lone 13 that reduces your gross income (line 12) to the NC-taxable income in line 14 of the D400, and then the NC tax is only applied to that amount in line 14.
If the NC Schedule PN is still not showing the allocations right for interest, dividends and cap gains, then run thru the entire NC interview again to get them set right.
During the interview, be careful to put zero's (usually the case in most all situations) in the rt-column of the interview for NC income while non-resident....that column is only for NC $$$ you earned within NC before you moved to NC...and those are usually zero's (exceptions are for special situations...like perhaps where you owned an actual business or rental property in NC that you received income from or sold before moving there)
