VA State Tax filing

Why am I being charged 50$ to file my state taxes when it is suppose to be free? I don't qualify for E-File

A state return is an additional $40 when using the online edition of Deluxe or higher.  The TurboTax account fees are for the use of the software to assist in completing a tax return.  The account fees are the same whether a tax return is e-filed or printed for mailing.
