Are you using TurboTax Online? If so, are you on the screen with the heading: "Tell Us Which State". This screen follows: "Credit for Tax Paid to Other States"
As you can see, this is a pulldown menu with California fully spelled out.
Since I am sure you can see that, what screen are you really talking about?
Yes, the pulldown menu has "California" spelled out. I am a non-resident of CA and a resident of VA. Following the TurboTax instructions I completed the non-resident CA questionaire first. Then I completed the VA full time resident section second. On the VA form itself, "CA" is highlighted in yellow and the Check This Entry error reads as follows (in the VA forms): "Sch OSC (1): State Code is not a valid state for this credit. You must claim the credit on CA's nonresident form". Virginia is not included on the pull down menu.

I am having the same problem. The state abbreviation for California seems to be coded incorrectly, as “C”, not “Ca”. The drop-down menu for the full state correctly identifies the state of California, but the state abbreviation is incorrect.
The error message reads: “Sch OSC(1): State Code is not a valid state for this credit. You must claim the credit on CA’s nonresident return.”
CA has an agreement with VA, AZ, OR and Guam. CA gives you the credit for tax paid to VA instead of the other way around.
You do want to switch and claim the credit on the CA nonresident return.
Anyone not living in one of those states/ territories should prepare the returns opposite.
