I completed my taxes in 2019 using TurboTax online, likely the free version. I needed to amend my taxes from 2019 and so I downloaded the 2019 TurboTax Amend software and completed the changes necessary. It informed me I would have to paper file the Federal return, however the Michigan return would be e-filed on the next step. Nothing happens when I click the continue button on the "We're ready to file your taxes" screen. I checked for updates and it shows that the software is up to date.

I don't think this applies to me. I'm using the downloaded Amend 2019 software, not the online web version nor am I using the normal Windows version of Turbo Tax. It doesn't seem like many of the options I see recommended exist in this software. I don't think cookies would apply since it's not a web page, and I don't seem to have the choice in this software to mail in the state return.
You can amend your 2019 tax return as long as your original return was accepted in TurboTax Online or TurboTax CD/Download. (You can’t amend a return that hasn’t been filed yet.) You'll need to print and mail it, since TurboTax doesn't currently support e-filing an amended 2019 return.
