Turbotax says cannot e-file colorado state return because of DR 0102

Colorado encourages e-file and attaching form DR 0102 but Turbotax says I must print and mail my state return and include forms. Refunds take 6 weeks. why?

Look at the form instructions  ... Complete the form below only if the return results in a refund, and mail with your income tax return for the year. You must also submit a copy of the death certificate to this form before mailing.

Since you cannot attach anything in the TT program you must print & mail this return.

The refund takes 6 weeks because it takes 4 weeks for the return to be received and processed, then the allotted time for the refund to be processed.
