Turbo tax is asking me to send in form MI-8453 since I'm e-filing for the first time, who do I send it to? Michigan department of treasury, or IRS?
If the MI-8453 is used to sign the e-file return and the return is e-filed by an individual taxpayer, the MI-8453 should be retained by the taxpayer.
Do not mail this form to the Michigan Department of Treasury unless requested to do so.
If the MI-8453 is used to sign the e-file return and the return is e-filed by a tax preparer, Michigan Department of Treasury recommends that the preparer retain it for six years. Do not mail this form to the Michigan Department of Treasury unless requested to do so."

Turbo tax is asking me to send in form MI-8453 since I'm e-filing for the first time, who do I send it to? Michigan department of treasury, or IRS?
I did not file federal tax through e-file only state. Therefore where do I get a MI-8453 form to sign.

There is no need to sign the MI-8453. It should be in your PDF file or paper copy (whichever you kept - you did keep a copy, right?), but unless the State of Michigan asks for the form (and I strongly doubt they ever will), it will not matter if you sign it or not.

The MI-8453 form is not part of the PDF of either the Fed or State taxes that were both electronically filed. Where can I find the form?

You don't need the MI-8453. According to the Michigan Taxpayer Assistance Manual (p. 21):
"Michigan will accept the federal signature (Self-Selected Personal Identification Number (PIN) or Practitioner PIN). Michigan does not require any additional signature documentation."

I am consistantly reading on multple help sources that you don't have to mail in Form Mi-8453 unless requested to do so and I was requested to do so! because I didn't have the pin or last year's income number. Long story but I don't have them. I can't find tthis format anywhere in my tax doc on TurboTax. I am supposed to mail it in within three days of seeing state return accepted. Please help. I'm ripping my hair out.

I agree it is difficult to determine where to mail the MI-8453 when requested to do so and all the MI instructions do state do not mail unless requested to do so but do not give a mailing address. The only address I can find for you is the general mailing address:
