On the Federal Wages&Income page, there is a menu item of "State & Local Tax Refunds.....".
Go thru that Q&A and as a part of that sequence, the software will ask if you used Itemized or Std Ded last year....You just need to indicate you used the Std Ded last year.

That question usually occurs after entering your state refund data, and then "Done" after you see the table with the state on it. (I had to delete the state info and re-enter it).
