I have a Premier edition of TT. Why doesn't it have Massachusetts Schedule EC for claiming Solar Energy credit?

Intuit wants to blame Mass. for not submitting the "code" for Schedule EC, but despite phone calls spanning several days with TT agents that want to assist me, no firm reason has been yet identified. The Deluxe version does not have these forms either.  I have been told that I will need to submit my MA taxes via the mail and not electronically. Not a good solution!
