Welcome to Ohio. Ohio has both Municipal(City) and School District (SD) Income taxes. The state of Ohio Dept of taxation (ODT) administers the SD tax system. Even though the address says "School District Income tax", PO Box 182197, Columbus OH 43218-2197; the return is going to ODT. It should not be mailed in the same envelope as your state return. Since you are getting a refund, I assume you employer withheld SD tax. Be sure the tax withholding in box 19 is SD tax and not CITY tax. City taxes are NOT administered by ODT, but the cities or regional agencies. One is CCA (Central Collection Agency) and the other, larger one, is RITA (Regional Income Tax Agency). How do I file 2017 so 100 taxes

You cannot e-file a 2017 or earlier return, using Turbotax (TT). But, it is possible to "I-file" at the Ohio Dept. of taxation web site

This is an egregious error on the part of Turbo Tax. First, you didn’t notify users that an additional form was required aside from your tax package and second I am now finding out about this with a huge penalty for your lack of diligence. Because of Turbo Taxes error I will now be required to pay an enormous penalty for 2018 and also for 2019 and add more paperwork for the 2020 Turbo Tax filing I will shortly complete. The very least your company should do is refund the amount of my penalty.
In years past, I saw the option to go to school district forms at the prompt to check other State forms on Turbo tax. But this year, I did not see that option. Wondering if I missed that option?? This is for 2020 SD for Ohio.
Am I able to go back and see if I can still get that option, after I filed the State Income tax forms on Turbo?

It depends.
Your first step would be to enter your address The Ohio School District Tax Finder. If your district is listed at a 0% tax rate, you do not have to file a SD-100.
If you mailed out your state return, you should be able to access your state interview. If so, please continue through the state questions until you get to a page that is titled A few things before we wrap up your state taxes. If you scroll down on this page, you will see School District Taxes. Click on Start and follow the on-screen instructions.
If you already e-filed your Ohio state tax return, you may not be able initiate the addition of a SD-100 at this point. If you cannot access the necessary screens and are located in a taxable district, then you can e-file your SD-100 at Ohio Online Services. Ohio I-File provides detailed instructions and performs calculations for you when completing your SD-100.
